PRS.CRVS.05: Enrollment in child allowance scheme

Context: Use Case (Social Protection)

Child benefit programs are government programs that provide financial support to families with children. The purpose of this program is to help families with the costs of raising children, such as food, clothing, education and others. The eligibility requirements for the program vary from country to country. Some countries have a universal child benefit program where all families with children are eligible, while others have means-tested programs where the eligibility and amount received are based on the child's sex, family's income and other factors.

Examples: Cash Grant Programs, Child Education Programs, Malnutrition-related Programs, Mid-Day Meal Programs, Infant and Young Child Feeding Programs, and others.

Process Flow Steps	Applicant Initiates Enrollment: The applicant begins the enrollment process for the SP-MIS scheme by providing their Unique Identification Number (UIN) or Birth Certificate or birth registration number as issued by CRVS Verification of CRVS Records: SP-MIS checks if the applicant's record exists in the CRVS database by sending UIN or Birth Registration Number using Search API. If the applicant's record is found in the CRVS and the CRVS returns child data elements (name, sex, birth date, death date), and an array of parent information (parent UIN, name, sex, phone_number, email), proceed to step 4. If the record is not found or contains incomplete/incorrect information, proceed to step 3. Cross-Referencing with Other Systems: SP-MIS cross-references the applicant's details with other ID systems, like the Foundational ID or other reliable sources in case the record is not found or information is partial in CRVS. If the required information is found and verified through other systems, proceed to step 4. If no relevant information is available, further action or manual verification may be necessary. Data Validation and Authentication: SP-MIS validates and authenticates the applicant's details using the verified CRVS or cross-referenced information. If the information is accurate and matches the required criteria, proceed to step 5. If there are discrepancies or issues, additional manual steps for resolution may be required. Enrollment Confirmation: SP-MIS confirms the successful enrollment of the applicant in the scheme. The applicant is notified of their enrollment status. Submitting the birth certificate may be sufficient to establish the identity of the child, eliminating the need to check with the CRVS for further details in some cases. If there are doubts regarding the authenticity of the certificate, the SP authority can send a query to the CRVS system for verification using the child's unique identification number (UIN) or birth registration number (BRN).

It would also be important to note that in situations where the children have died, it would be necessary to check the death record for the event registered.
