Example 3: Conditional Girl’s Education Cash Transfer Scheme

This process workflow provides an example for generic use case PRS.SR.01: SP-MIS queries the Social Registry to verify eligibility for programme enrolment. The example used is for a scheme that provides conditional cash transfers to households that have girls in education.

In this example enrolment in the scheme is initiated proactively by SP-MIS on a periodic basis. The process workflow describes interoperability between SP-MIS for the scheme and the Social Registry to provide a list of households that meet the eligibility criteria.

Further verification is also provided by interoperability with the Education Management Information System (EMIS). This is outside the scope of this use case but is described in the process steps to give a complete picture.

SP-MIS uses the API to search the Social Registry for households that meet the scheme’s eligibility criteria. In this example these include households below a specific poverty score and with children that are female and below a specific age.

The Social Registry returns a batch of children from households that match these criteria. This includes the UIN for each child, their parent and the household identifier.

SP-MIS may now use the child UIN to query the EMIS to verify enrolment in school. If enrolment is verified then next attendance may be verified via a further query.

This provides the information needed by SP-MIS to determine which households are eligible for support from this scheme. Further steps may now be taken to notify the head of household and initiate the enrolment process.

The purpose of the Conditional Girl’s Education Cash Transfer Scheme is to enable SP-MIS to identify and enrol families that are eligible for this scheme.

  • The system assumes that all relevant regulations and policies are followed in the delivery of benefits to eligible children and that any changes or updates to these regulations are promptly incorporated into the system.

Prerequisites

  • The system has adequate technological infrastructure, including hardware, software, and networking capabilities, to support the social registry, EMIS and payment systems and the automatic delivery of benefits.

  • The system requires the engagement and support of relevant stakeholders, including beneficiaries, government agencies, financial institutions, and civil society organizations, to ensure the effective and sustainable implementation of the scheme.

Process Inputs

SP-MIS initiates a search of the social registry.

Process Flow Steps

Step 1: SP-MIS requests from the social registry a list of children that match it's eligibility criteria. This may include specific genders, age ranges and poverty scores. This information is used to obtain the list of the beneficiaries.

The social registry carries out a search to identify records that match the criteria requested by SP-MIS.

The social registry responds to SP-MIS with a matching list of records for children. It includes their UIN, Household ID, Name, Gender, DOB, school Id, student ID, education level, Poverty score and Parent UIN

Step 2: SP-MIS sends the UIN of children provided by the social registry to the EMIS. It requests verification of their student status.

EMIS responds to this verification request with the UIN, Student ID, School ID and education level of matching individuals.

Step 3: SP-MIS makes an initial request for attendance data on students, providing their UIN. This request will be repeated periodically to confirm ongoing eligibility

EMIS responds with UINs, student ID and attendance details for the students

Step 4: SP-MIS transmits the UIN for the head of household to the payment system to verify their bank account status

The payment system responds with the UINs of the requested individuals and their payment verification status

SP-MIS uses the information received from the social registry, EMIS and payment system to make a decision on which beneficiaries to enrol.

Step 5: An SMS notification is sent to the head of household informing them of their families enrolment in the scheme.

Outputs

Using the interoperability with the social registry, EMIS and payment systems, SP-MIS can request beneficiary information that is exchanged at the trust level, and upon getting the information, SP-MIS can immediately decide whether or not to register the beneficiary.

In the integrated environment registering the beneficiary and providing them with confirmation may take anywhere between five and seven minutes. Consequently, individuals are not required to carry a variety of documents; with only a Child's Foundational ID, the data can be checked with other registries, and they can be registered for the social protection program.

Control Points

SP-MIS is ultimately responsible for registering or not registering a beneficiary depending on the data received from the other systems.
