Example 4: Conditional Child Benefit Cash Transfer Scheme
This process workflow provides an example of a generic use case PRS.SR.01: SP-MIS queries the social registry to verify eligibility for programme enrolment. The example used is for a scheme that provides conditional cash transfers to households that have young children.
In this example, enrolment in the scheme is initiated proactively by the SP-MIS on a periodic basis. The process workflow describes interoperability between the SP-MIS for the scheme and the social registry to provide a list of households that meet the eligibility criteria.
Further verification is also provided by interoperability with the health management information system (HMIS) and CRVS. This is outside the scope of this use case, but is described in the process steps to give a complete picture.
The SP-MIS uses the API to search the social registry for households that meet the scheme’s eligibility criteria. In this example these criteria include households below a specific poverty score and with children who are below the age of three.
The social registry returns a batch of children from households that match these criteria. This includes the UIN for each child, their parents' UINs and the household identifier.
The SP-MIS may now use the child's UIN to query the HMIS to verify conditionalities related to post-natal check-ups and vaccinations. The HMIS confirms if these conditionalities have been met.
This provides the information needed by the SP-MIS to determine which households are eligible for support from this scheme. Further steps may now be taken to notify the head of household and initiate the enrolment process.
Process Flow: Conditional Child Benefit Cash Transfer Scheme
Process Purpose
Provide a cash transfer benefit to families with young children.

Assumptions
For the applicant’s authentication, the foundational ID system is used and for the applicant’s eligibility check, the CRVS system is used.
If the foundational ID system is not implemented, the ID in the process flows refers to the ID issued by the CRVS system or any other ID seeded in CRVS.
Trust is established between the SP-MIS organisation and CRVS organisation to share the data specific to the need.
Prerequisites
The beneficiary has a registered foundational ID in the CRVS, and the beneficiary's vital events are registered in the CRVS.
Mothers are enrolled in the social registry and the health information system.
The beneficiary provides consent to the social protection system for different registration-required procedures.
Process Inputs
The SP-MIS initiates the process by querying the social registry to find eligible mothers.
Process Flow Steps
Step 1: The social registry subscribes to the CRVS for notification of birth and death events. The CRVS system sends a notification to the social registry when a birth or death happens, including details of the individual.
Step 2: The SP-MIS requests that it be notified when there is a household with a new child aged 3 or less that is below a specific poverty score. The social registry confirms the request.
Step 3: The CRVS notifies the social registry of a birth event. The CRVS sends the social registry details of new individuals and their associated households. Step 4: The social registry notifies the SP-MIS of matching households and sends the SP-MIS details of new households with child under the age of 3 with a poverty score below specified threshold. Step 5: The SP-MIS queries the HMIS to request health events for the mother and child. The HMIS responds with post natal checkup and vaccination event details. Step 6: The SP-MIS queries the payment system to verify bank account status for head of household. The payment system confirms bank account status. Step 7: Based on the eligibility check, the beneficiary is enrolled in the child benefit cash transfer programme and confirmation is sent to the beneficiary.
Outputs
Using its interoperability with the CRVS system, social registry and health information system, the SP-MIS can request beneficiary information that is exchanged at the trust level and, upon receiving the information, the SP-MIS can immediately decide whether or not to register the beneficiary.
In the integrated environment, registering the beneficiary and providing them with confirmation may take anywhere between five and seven minutes. Consequently, individuals are not required to carry a variety of documents; with only their foundational ID, their data can be checked with CRVS, and they can be registered for the social protection programme.
Control Points
The SP-MIS is ultimately responsible for registering or not registering a beneficiary depending on the data received from the other systems.
