This process workflow provides an example of a generic use case ). The example used is for a scheme that provides unconditional cash transfers to households that have limited or no sources of income.
In this example, enrolment in the scheme is initiated proactively by the SP-MIS on a periodic basis. The process workflow describes interoperability between the SP-MIS for the scheme and the social registry to provide a list of households that meet the eligibility criteria.
The SP-MIS uses the API to search the social registry for households that meet the scheme’s eligibility criteria. In this example, these criteria include the location of the household, household size and poverty ranking.
The social registry returns a batch of beneficiaries that match these criteria. In this example, this also includes the household identifier, household head, UIN for the the household head, their date of birth and gender, as well as the household’s location, size and poverty score.
Process Purpose
This unconditional cash transfer programme provides social security to households that cannot support themselves owing to poverty. Households register for the unconditional cash transfer programme to receive financial benefits.

Assumptions
Trust is established between the SP-MIS organisation and the social registry organisation to share the data specific to the need.
Prerequisites
The beneficiary is registered in the social registry.

Process Flow Steps
Step 1: The SP-MIS queries the social registry to request a list of households that match the criteria specified for the poverty score, location and household size.
The social registry receives the request and queries its database for households that match these criteria.
The social registry responds to the SP-MIS with a list of matching households. This information is used by the SP-MIS to determine which households are eligible for the scheme.
Step 2: The SP-MIS queries the payment system using the UIN for the benefiting individual from each eligible household.
The payment system responds to verify the bank accounts.
Based on the information provided, the new households are enrolled in the unconditional cash transfer programme and a confirmation is sent to the beneficiary.
Step 3: The SP-MIS sends a disbursement list of enrolled beneficiary UINs and payment amounts to the payment system.
The system responds with the payment status.
Outputs
Using its interoperability with the social registry, the SP-MIS can request beneficiary information that is exchanged at the trust level and, upon receiving the information, the SP-MIS can immediately decide whether or not to enrol the beneficiary.
In the integrated environment, enrolling the beneficiary and providing them with confirmation may take anywhere between five and seven minutes. Consequently, individuals already registered in the social registry are not required to provide additional information or documentation
Control Points
The SP-MIS is ultimately responsible for registering or not registering a beneficiary depending on the data received from the social registry.
