Example 1: Unconditional household cash transfer scheme

This process workflow provides an example for generic use case PRS.SR.01 (SP-MIS queries the Social Registry to verify eligibility for scheme enrolment). The example used is for a scheme that provides unconditional cash transfers to households that have limited or no sources of income.
In this example enrolment in the scheme is initiated proactively by SP-MIS on a periodic basis. The process workflow describes interoperability between SP-MIS for the scheme and the Social to provide a list of households that meet the eligibility criteria.
SP-MIS uses the API to search the Social Registry for households that meet the scheme’s eligibility criteria. In this example these include the location of the household, the household size and the poverty ranking.
The Social Registry returns a batch of beneficiaries that match these criteria. In this example this also includes the household identifier, household head, UIN for the the household head, their date of birth and gender, as well as the household’s location, size and poverty score.

Process Flow Steps | Step 1: SP MIS queries the Social Registry to request a list of households that match the criteria specified for poverty score, location and household size. The Social Registry receives the request and queries it's database for households that match there criteria. The Social Registry responds to SP MIS with a list of matching households. This information is used by SP-MIS to determine which households are eligible for the scheme. Step 2: SP-MIS queries the payment system using the UIN for the benefiting individual from each eligible household. The payment system responds to confirm if the bank accounts are verified or not. Based on the information provided the new households are enrolled in the unconditional cash transfer program and a confirmation is sent to the beneficiary. Step 3: SP-MIS sends a disbursement list of enrolled beneficiary UINs and payment amounts to the payment system. |

Outputs | Using the interoperability with the Social Registry, SP-MIS can request beneficiary information that is exchanged at the trust level, and upon getting the information, SP-MIS can immediately decide whether or not to enrol the beneficiary. In the integrated environment enrolling the beneficiary and providing them with confirmation may take anywhere between five and seven minutes. Consequently, individuals already registered in the social registry are not required to provide additional information or documentation. |
