Continuing Provision Benefit (BPC) this is a benefit of the Social Assistance Policy, individual, non-lifetime and which guarantees the monthly payment of a minimum wage to the elderly, aged 65 years or more, and to the disabled person, of any age, with long term impediments , of a physical, mental, intellectual or sensory nature.

This scheme is designed to establish Daycare Centres dedicated to the welfare of persons with disabilities (PwDs). Registered Organizations (ROs) are responsible for providing caregiving, support, and vocational training at these centres.

Assumptions

  • CRVS system has National ID for every recorded Vital Event and provides Liveness data for eligibility check.

  • Disability Registry provides disability related data for eligibility check using National ID as an identifier for search.

Prerequisites

  • Beneficiary has a registered National ID.

  • Beneficiary’s Vital events are registered in the Civil Registry.

  • Day Care Centre is a Registered Organisation (RO) under the SP scheme.

  • Beneficiary provides consent to SP systems for Various operations required for registration.

Process Inputs

The Day Care Registration Process requires the National ID of the beneficiary (applicant) as the primary input. It will be used to initiate the Eligibility Check, Liveness Check, and disability status.

Process Flow Steps

  1. The applicant accesses the SP self-registration portal for Day Care Registration and submits their National ID.

  2. SP MIS requests a Liveness Check from CRVS using the beneficiary's National ID. If not, the process ends.CRVS performs an internal database search and sends the results back to SP MIS.

  3. SP MIS verifies eligibility and liveness based on the CRVS results. If successful, SP MIS requests Disability Registry verification using the National ID. If not, the process ends.

  4. The Disability Registry performs an internal database search and sends the results back to SP MIS.

  5. SP MIS sends the enrollment details to the Day Care Centre.

Outputs

Using interoperability with the Disabled Registry, CRVS, SP-MIS can request and exchange beneficiary information securely. Based on the received information, SP-MIS can immediately decide whether to enroll the beneficiary.

Control Points

  1. CRVS Search Results: Based on these results, if the Eligibility and Liveness Check is successful, the process continues. If it fails, the SP Information System may stop the registration request.

  2. Disability Registry Search Results: Eligibility is checked. If it fails, the SP Information System may stop the registration request
