Process Flow

Assumptions

  • CRVS system has the National ID for every recorded vital event and provides liveness data and age eligibility checks.

  • Eligibility is satisfied : Elderly individuals aged 65 years or olde , persons of any age with long-term physical, mental, intellectual, or sensory impairments that hinder their full participation in society.

  • National ID and CRVS systems provide beneficiary data to SP MIS.

  • Disability Registry updates the Social Registry with the latest PWD data periodically.

  • Verifies bank account details using the Mapper Database.

Prerequisites

  • Beneficiary has a registered National ID.

  • Beneficiary’s Vital events are registered in the Civil Registry.

  • Beneficiary provides consent to SP systems for Various operations required for registration.

Process Inputs

The input for the Disability Grants for Old Age Scheme Registration Process is the beneficiary's National ID. Once authenticated, this National ID can be used to initiate the Eligibility Check, Liveness Check, and Applicant’s Bank Account Verification processes.

Process Flow Steps

  1. The applicant accesses the SP MIS self-registration portal for the Disability Grants for Old Age Scheme and submits their National ID.

  2. SP MIS requests National ID authentication from the National ID System. If the applicant is not registered, the process ends.

  3. SP MIS receives the registration request and checks the IBR to see if the applicant is already registered.

  4. If Applicant not enrolled, SP - MIS requests an age and liveness check from CRVS using the National ID. If not, the process ends.

  5. SP MIS verifies age eligibility and liveness based on the CRVS results. If successful, SP MIS requests disability registration and family member verification from the DR using the National ID. If not, the process ends.

  6. SP MIS verifies the applicant's and family's registration and disability status based on results.

  7. If eligibility is confirmed, the applicant's registration is completed, and they are enrolled in the SP scheme. SP MIS then requests the Payment System to transfer grants to the applicant's bank account.

  8. The Payment System uses the ID Mapper Database to verify the bank account associated with the National ID. If the account is payable, the details are added to the SP MIS Payment List, and the applicant is notified of the successful grant transfer.

Outputs

Using interoperability with the IBR, DR, CRVS , SP-MIS can request and exchange beneficiary information securely. Based on the received information, SP-MIS can immediately decide whether to enroll the beneficiary in this program.

Control Points

  1. A control point is set at SP MIS when the results of the applicant’s beneficiary registration check are received. If successful, the process moves forward with National ID authentication. If not successful, the registration request is terminated.

  2. A control point is set at SP MIS when the results of National ID authentication are received. If successful, the process advances to Eligibility and Liveness Checks. If not successful, the registration request is terminated.

  3. A control point is set at SP MIS when the results of the CRVS search are received. If both eligibility and liveness checks are successful, the process continues. If either check fails, the registration request may be terminated.

  4. A control point is set at SP MIS when the results from the Disabled Registry are received. If the eligibility check is successful, the process continues. If not, the registration request may be terminated.

  5. A control point is set at SP MIS when the results from the Disability Registry are received. If the eligibility check is successful, the registration process is completed. If not, the registration request may be terminated.
