Assumptions

  • The beneficiary must already be registered, with all required demographic and socioeconomic information validated.

  • A functional and reliable national ID system is required, capable of responding to real-time verification requests from financial institutions. This ID system should contain accurate identity attributes, be continuously maintained, and be available through secure APIs.

  • Banks must be technically connected to the ID-to-account mapper (or account lookup service) and the national payment switch or equivalent infrastructure.

  • The beneficiary must possess a valid and active form of identification along with the necessary credentials to authenticate themselves. These may include their National ID number, PIN, or biometric attributes such as fingerprints or facial recognition.

  • Consent for data sharing is either pre-collected or obtained during the transaction.This consent may be obtained during initial registration into the SP-MIS or at the point of service delivery. Consent mechanisms must clearly explain what data will be shared, with whom, and for what purpose.

Prerequisites

  • SP-MIS has generated a payment instruction (ID#, amount).

  • Bank is authorized and integrated into the national SP payment disbursement ecosystem.

  • Beneficiary presents valid and verifiable credentials (ID, biometrics, or PIN).

  • ID Mapper maintains up-to-date linkages between ID# and bank accounts.

Process Inputs

SP system and Bank collect user credentials and sends them to ID system.

Process Flow Steps

Step 1: Bank collects ID number, PIN, or biometrics from beneficiary and sends it to the ID System for verification.

Step 2: The ID System confirms beneficiary’s identity (match or no match) and responds to the bank.

Step 3: Bank notifies beneficiary that ID has been successfully verified.

Step 4: Bank uses the verified ID number to connect the bank account to the ID number in the ID Mapper, ensuring the correct linkage between the bank account and the national ID.

Step 5: SP-MIS issues a payment request to the Payment System via the ID Mapper.

Step 6: Payment System sends a payment instruction to the bank.

Step 7: Bank disburses the benefit to beneficiary's account. A notification or receipt may be provided.

Outputs

Verified and successful cash-deposit of social benefit to the beneficiary's account.

  • ID Verification Check: Only proceed if ID system confirms the identity.

  • ID-Account Mapping Validation: Ensure correct linkage via ID mapper to avoid misrouting funds.

  • Consent and Authorization: Confirm consent for sharing ID and benefit data between SP-MIS, payment system (ID mapper) and the bank.

  • Payment Instruction Integrity: Validate the payment request against the SP-MIS transaction reference.

  • Real-Time Notifications: Beneficiary is notified immediately upon approval or denial of payment.
